Abstract(in English) | Both designers and building occupants rather intentionally mistake safety guaranteed by the design procedure for real safety. Currently, the value of the contents of city buildings is often hundreds of times what it was just after the World War II. However, the design loads have not been increased to correspond to this increased value. The value of human life hasa been considered to surpass all other criteria, and this has tended to inhibit scientific thinking. It is important to discuss protection ageinst natural disasters on the bases of Risk rather than Safety, because it is impossible to construct anything that can never ve destroyed. |
