SSS2000-19 Functional Safety and Its Certification

Abstract(in English) The present paper describes IEC 61508(JIS C 0508), functional safety of electrical/electronic/rogrammable electronic safety-related systems(SRSs), and draft IEC 61511, functional safety of safety-instrumented systems(SISs) for the process-industrial sectors. The main frameworks of the standards are structured by means of safety-integrity levels(SILs) given to SRSs(or SISs) and functional safety assessment made by independent assessors. Although the standards do not require explicitly, it is supposed SILs and the functional-safety assessors will have to receive the certification of third sector bodies. The current international status of certifying SILs and/or assessors is mentioned. Furthermore, how to develop short-and long-range policies to cope with establishing the third sector certification bodies in Japan is also discussed.
