Speech Transcoding Technique for 3G mobile communication

Abstract(in English) With rapid spread of cellular phone and VoIP services, speech communication through mobile networks and the Internet is highly demanded. In this paper, we will propose a speech transcoding technique to convert the speech codes encoded with one system into that of the other system. We realized bi-directional speech transcoding between ITU-T G.729 and 3GPP AMR (7.95 kbps mode). Subjective evaluation tests show that our transcoder outperforms a conventional method in speech quality. We also indicate that the transcoder reduces delay time to half of the conventional method.
