Abstract(in English) | When a massive disaster occurs, the traffic on communication systems increases suddenly and dramatically in the stricken area because people want to check on their families and friends. In this situation, cellular phones are very useful communication tools because of their portability. However, many calls are blocked because increasing the capacity of mobile systems is difficult due to limited radio-frequency resources. In this paper, we propose a method for emergency multi-system access (EMSA). In this method, during heavy call demand, cellular phone users are permitted access not only to their own system but also to any other cellular phone system. We considered a combined macro (PDC) and micro (PHS) cell overlay system and evaluated EMS A performance in the overlay system with computer simulations. The simulations demonstrated that the EMSA increased the traffic load in the whole system, the traffic load and loss rate of the micro cellular system was especially grown, however, the number of terminals that could access a cellular system and communicate was increased. Moreover, they showed that the EMSA performance increased, as the number of micro-cells overlaid by macro-cells was increased. |
