Abstract(in English) When a major disaster strikes, call demand suddenly and greatly increases, causing traffic congestion. To guard emergency communications from traffic congestion, there is a priority-number service in which registered special terminals have priority for network access. Even with this service, mobile cellular systems, which are now widely used, are susceptible to traffic congestion, due to the limitations of radio-frequency resources. Limiting the holding time has been proposed as a method to give many people network access when traffic becomes congested during major disasters. The author describes a method for limiting holding time based on priority class. The method divides priority terminals into two classes (A and B) based on their terminal number; only the holding time of class B terminals is limited. Computer simulation showed that this method considerably reduces the blocking rate and forced call termination rate at handover without reducing the holding time of class A calls. It also showed that the blocking rates of classes A and B are almost equal.
