Abstract(in English) The Leaky Bucket Algorithm deteriorates TCP throughput because it causes consecutive dropping which leads to the TCP timeout and the slow start effect. In this paper we propose a new algorithm of UPC-RED (Usage Parameter Control-Random Early Detection) which improves TCP throughput by random dropping whose probability depends on the quantity of water in the Leaky Bucket.
