Abstract(in English) The CRYPTREC evaluated cryptographic algorithms for Japanese e-government systems from April 2000 to March 2003. The result of this activity was released in February 2003 as the " E-Government Recommended Ciphers List" from the Ministry of Public Management, Home Affairs, Posts and Telecommunications and the Ministry of Economy, Trade and Industry. However, it is necessary that not only to evaluate the security of cryptographic algorithms, but to test the security of the products (cryptographic modules) implementing cryptographic algorithms, such as a cryptographic LSI chip. Therefore the CRYPTREC established the cryptographic module subcommittee in April 2003 for the purpose of creating the standard for testing or evaluating the security of the cryptographic modules. This paper reports the committee's activity in the year 2003. This committee has been co-operated by Information-technology promotion Agency, Japan and Telecommunications Advancement Organization of Japan.
