Abstract(in English) In Asiacrypt 2000, Ogata and Kurosawa proposed provably secure metering scheme in order to measure the number of visits on the web. In their scheme, the server gets the advertisement fees at all only if the number of visits by client is more than the threshold. This is not reasonable, since it can be considered unfair for the server to get no fees if the threshold condition is not satisfied. In this paper, we propose a new scheme by extending the Ogata-Kurasawa scheme using ramp scheme for function sharing proposed by Kawamoto and Yamamoto. In our proposed scheme, server is able to construct certificates probabilistically with feasible computation in the case when the number of visits by client is only a litlle bit less than the threshold. Furthermore, we also give consideration about the security, data complexity, and other properties of our scheme.
