Abstract(in English) It is necessary information from information system considered network infrastructure at disaster can be obtained correctly when disaster occurred. In this paper, data hiding based on Karhunen Loeve Transform for unifying management of information such as a remote sensing image, a metadata and an individual data is described. And then, the Internet at disaster is also considered.
