Abstract(in English) This paper proposes a new non-linear 2-dimensional digital filtering method for still pictures and video signals to improve their subjective quality. The filter smoothes flat areas having small amplitude of noises, and makes contour areas sharper. In other words, the filter eliminates undesirable parts in visually sensitive areas, such as wrinkles and smudges on human faces, and reduces block noises and mosquito noises caused by the compression process. The non-linear filter is a standard 2-dimentional filter whose coefficients are altered according to the amount of edge power around the target pixel. In addition, the proposed filter requires less computational power than conventional methods do, and therefore it can be applied to the real time processing of motion pictures.
