Abstract(in English) We developed a low power MPEG-4 CODEC core for mobile video applications. It consumes only 9mW in QCIF 15fps CODEC operation, and 38mW in CIF 30fps encoding operation by applying some low power techniques, such as a fast motion estimation algorithm, pipeline cycle optimization, and autonomous clock gating. It has some error concealment functions and enables to prevent the degradation of the image quality in noisy communication networks. By using this CODEC core, we can build video communication systems in various mobile applications such as videophones, digital video cameras, and PDAs.
