Abstract(in English) We have developed "Mobile IP-based VPN (Virtual Private Network) system" based on the proposed technologies : IP Network Service Control Architecture "EaseNet" (Environment-Adaptive Services Network) which provides each user with customized IP services that match each user's demand on a user-by-user basis. This system enables a seamless, roaming about two or more networks while maintaining secure communication by VPN (Virtual Private Network). Our mechanism supports dynamic VPN key distribution on Mobile-IP protocol for remote access user. Moreover, to reduce the packet forwarding in efficiency due to the VPN tunnel, it has the function to control VPN corresponding to the security characteristic of the network that the user is accessing. It is considered that this system provides the Mobile-VPN service as the network operator's service.
