Abstract(in English) In this paper, we create the traffic simulation in order to evaluate the traffic state of the city road network at the time of a calamity. The operation state of a car-agent is observed, and it makes it an evaluation value which for the agent to have satisfied to traffic at the time of a calamity, and is searching for the optimal restoration order by the maximum slope method and the Taboo search.
