Abstract(in English) In a network that has the protocol performing congestion control of TCP etc..., the amount of transmitted data to a network is restricted to some extent by congestion control, when a lot of packets are passed at a certain time and the bandwidth decrease- temporarily. This phenomenon appears as a decrease of the processing speed for transcoder. By using such character, the bandwidth estimation technique completed only by transcoder is established.
