A Study on Dynamic Control of Coding Rate for TCP Video Streaming

Abstract(in English) TCP-based streaming will be one solution for a video streaming service on a mobile phone network. Considering errors in the network and consequent TCP throughput variations, adaptation of the video encoding bitrate is necessary. In this paper, a bitstream switching scheme among video streams with various bitrate is proposed, and its control method according to a receiver buffer occupancy that is measured in decodable time is studied. Real time simulation results show that the scheme achieves best performance using a feed forward control of the buffer occupancy.
