Abstract(in English) A Qos architecture for next generation mobile satellite communication systems, that classifies service levels by user demands or traffic contents, has studied. A signal quality of mobile satellite systems is suffered from frequent propagation impairments of signal shadowing and multi-path fading. Thus, quality control scheme, which is suitable for time-varying propagation environments due to moving mobile terminals, is very important. In this paper, first, we describe a propagation model for mobile satellite communication and demonstrate the model accuracy. Then, based on this model, a propagation estimation on a base station is analyzed. We propose transmission control methods applying packet queuing and power allocation between users on forward link. The paper shows that the proposed methods is effective for throughput improvement of packet transmission
