| 抄録(和) | ネットワーク社会において、情報通信端末などの情報機器類の操作を通して利用者は情報の発信・受信などの情報活動が自由にできることを期待している.しかしながら、情報通信機器類の操作が自由にできない、あるいは希望する情報へのアクセスが難しいなどの情報活動の範囲・質などに利用者ごとの格差が生じていることも指摘されている.このような情報格差(ディジタル・デバイド)を軽減・解消するための政策、支援活動もある.本稿では、利用者が特別な支援を必要とする高齢者、障害がある人達であると想定した場合に、情報活動がどのように可能な環境にあるかを情報インタフェースの観点から検討する.ディジタルデバイドの解消のためにはシームレスなコミュニケーション環境が情報インタフェースのレベルで必要であることを示す.また、このようなシームレスな情報環境を実現するためには、施策としてのユニバーサル・サービス範囲の拡大とその質の向上が必要となることも述べる. |
| 抄録(英) | This report deals with information environment in daily life for people with special needs including elderly people and people with disabilities, from the viewpoint of universal and seamless information/communication services. ICTs (Information communication Technologies) provide various communication devices and services. These situations, in one hand, improve communication environment and, in the other hand, generate gaps called digital divide between those who have access and who do not. We adopt the concept of information interface and focus on these information/communication situations with the use of Mobile VideoPhones and Television broadcasting systems as examples. From these examples, we can say that improving information environment consists of various and complicated issues. A direct relation between a user of the device and the device itself is important, and this relation is constructed further with other issues such as technological and social ones. |
