Structuring Community Area Network (CAN) in a Depopulated Town : Volunteer's Development of Portal Sites

Abstract(in English) E-Japan Plan has been providing a wide range of financial assistances to rural governments in order to develop communication infrastructure. Not a few, however, local governments could utilize those funds but structure any kinds of Community Area Network (CAN). In depopulated area, challenges, such as lack of human resources, and mergers among towns overwhelm the issues of information infrastructure. This paper illustrates voluntary actions in a depopulated town which intends to tackle the problem by the means of developing own portal sites for community.
