| 抄録(和) | 今日、自ら意識すると否とに関わらず、我々は高度情報通信社会の真っ只中にある。このことにより多くの利便を得ている半面、大きな危険の中にあるとも言える。いわゆるサイバースペースに於ける作用は良くも悪くも、実世界のそれより速くかつ大きく限りがないのである。かかる状況にあって、社会の健全なる発展維持のためには、安全なネットワークの運用・利用が必須であるが、ネットワークを保有する各々の機関、それを運営する管理者、利用者のいずれも有効な指針を持たず、混迷の中にある実情である。このような背景に鑑み、本ガイドラインはネットワークの健全な運用・利用の実現に資することを願って作成されたのである。.先ず、緊急性の高い高等教育機関を対象とするガイドラインを策定した。これは各々の機関がその特性を盛り込んだガイドラインを策定する支援になろう。本ガイドラインは、社会制度の変化や科学技術の進歩などに対応して適宜改訂する必要がある。それにより常に実効性のあるガイドラインとして活用できるのである。 |
| 抄録(英) | Whether we are aware of it or not, we now live in the midst of an advanced information-network society. Despite much convenience we owe to it, we might say that we are put in danger by the very same thing. The transmission and influence of information in so-called cyberspace is far faster and vaster than that in the real world, whether we like it or not. Although the safe management and use of networks is essential in the above-mentioned situation for supporting and developing our society in a better way, we cannot deny that we are in a chaos, in some sense, where neither the administrators nor the users of the networks owned by organizations are equipped with any effective guidelines. From this viewpoint, the present guidelines were planned to help to enable networks to be maintained and used in a sound manner. We planned guidelines first for advanced educational institutions as an emergent case. These will help each institution to plan the one arranged for its own specifications. We must add that in their nature, these guidelines need to be properly modified according to the change in the social system and the development of science and technology, which enables us to use these guidelines as always effective. |
