| Abstract(in English) | Whether we are aware of it or not, we now live in the midst of an advanced information-network society. Despite much convenience we owe to it, we might say that we are put in danger by the very same thing. The transmission and influence of information in so-called cyberspace is far faster and vaster than that in the real world, whether we like it or not. Although the safe management and use of networks is essential in the above-mentioned situation for supporting and developing our society in a better way, we cannot deny that we are in a chaos, in some sense, where neither the administrators nor the users of the networks owned by organizations are equipped with any effective guidelines. From this viewpoint, the present guidelines were planned to help to enable networks to be maintained and used in a sound manner. We planned guidelines first for advanced educational institutions as an emergent case. These will help each institution to plan the one arranged for its own specifications. We must add that in their nature, these guidelines need to be properly modified according to the change in the social system and the development of science and technology, which enables us to use these guidelines as always effective. |
