| 抄録(和) | 近年,地域資源の有効活用化や,地域コミュニティの活性による特色ある発展を目指す動きが活発化している.その一担い手であるNPO(Non-profit organization,市民団体)の情報流通において,IT活用の効果が注目されている.我々は,その中でもWebサイトの効果的な活用について検討するため,滋賀県においてNPOの情報発信サイトを立ち上げた.サイトの運用は,NP0,NPO支援団体とNTTの3者で連携し,実際のNPOの活動や実情に適した機能の向上を行い,約2年間検証実験を進めている.本実験の第一段階では,NPOが主体となるイベントの情報発信について,本サイトが有効であることを確認した.第二段階としては,次の2機能-インターネットの持つ双方向性を活かした情報交流機能と,FAXを利用した情報登録機能-を試みた.また,定期的に本サイトから情報発信をしているNPOについて,簡単な調査を行った.これらの結果を基に,新機能が及ぼすサイト利用状況への効果やNPO情報化の実情について考察する. |
| 抄録(英) | Various actions aiming at effective utilization of local resources and improvements in our daily lives originated by local communities are on the increase. To support the construction of digital information and communication networks for non-government organizations (NGOs) that lead these actions, we have set up a web site on the Internet and a management system for it in Shiga prefecture. The management system is operated by an NGO, an NGO-support organization, and NTT : each performs an appropriate role. We have been running the social experiment improving the site's functions to make it suitable for actual use by NGOs for more than two years. The first stage of this experiment showed that the site was useful for NGOs to inform citizens of their actions. In the second stage, we tested two new functions : one for exchanging information, which is a strong point of the Internet, among NGOs and between NGOs and citizens by using a bulletin board system, and the other for inputting data easily by fax. We report the results and discuss them. |
