Abstract(in English) In July 2002, the European Union adopted "Directive on privacy and electronic communications." The proposal for the directive was provided by the Commission of the European Communities in July 2000, recognizing the former Directive 97/66/EC addressed mainly telephony, faxes and ISDN and new directive was necessary to deal with issues on personal data protection in the Internet environment. The draft proposal raised the arguments, particularly on the issue of data retention for national security and law enforcement purposes both in the European Parliament and the Council. Besides the data retention issues, the process of creating the Directive revealed several important issues concerning personal data protection in the Internet environment. The paper discusses the issues.
