Abstract(in English) This report deals with a certain kind of user model and the relation to real users in universal design. The model proposed is called a functional user that represents the particular functions of real human users by taking into account of use environment. That is, a functional user represents particular function, a set of realizable actions, that corresponds to a set of human users under use environment. Although functional user model discussed in this report is very simple, we show that the concept will be useful as a tool for bridging the gap between design professionals and real users in particular universal design process, that is, for recognizing the variation of real user characteristics. We also show that the functional user model is one of good tools to consider how we redraw the line between people with special needs, or people with disabilities and people those who are normal.
