Basic Study for DV Transmission System over IP Network

Abstract(in English) In this paper, our basic study results of a program, that was developed to transmit high quality video data from a digital video (DV) camera over IP Network in real time, are shown. We propose an algorithm to convert the DV data rate to be slow. It can be used when a packet-loss occurs due to the network congestion. Another algorithm, which can shorten the transmission delay-time, is also proposed. It is realized by dropping the DV frame when the voice is silent in the frame period.
