Abstract(in English) This paper discusses the technical issues about digital encoding of motion picture of sign language. We evaluated the quality of the encoded-and-decoded motion picture of sign language with various encoding parameters, such as, encoding size, frame rate and DCT parameter, Q. Evaluation test was carried out by deaf subjects. The results show that 10 fps is sufficient for sign motion pictures and if the bit rate is fixed, larger encoding size is preferred. Furthermore, an improved encoding method specialized for sign language is presented and effectiveness of the method was also verified.
