A Study on Usage-based Charging on Priority Promotion Scheme

Abstract(in English) This paper discusses how to achieve usage-based charging when we use a measurement-based form of admission control called the Priority Promotion Scheme (PPS), which provides guaranteed end-to-end QoS for interactive multimedia services such as VoIP, video chatting, and video conferencing. In the IP network, control signals are not tightly related with media streams. Charging functionality may have different views on control states and media states. Moreover, the PPS has to treat two kinds of media streams; one is for measuring network, and the other is for actual media streams. The latter is subject to charging, while the former is not. We propose specific signaling sequences for typical two service scenarios, examine them in terms of the number of messages to be processed, and show that the required processing capability for PPS is comparable to one for another QoS-enabling mechanism.
