Abstract(in English) This paper describes an adaptive QoS control method for a real-time video communication system. To effectively detect the perceived QoS level at user clients, we propose a method that is based on monitoring both transport and application layers quality. Also, to keep the service quality in a best-effort network such as the Internet, an adaptive QoS control mechanism using the multi-layer quality monitoring is proposed. Through evaluations using an MPEG4-based prototype, this paper shows that our method is effective for improving and keeping the QoS level of IP-based real-time video communication services in a best-effort network.
