Abstract(in English) As access line speeds of the Internet users have been fast these days, broadband services such as a content delivery service have been starting, and users can make use of them easily. Since the users' network environment is various, layered multicasting is one of the solutions when we offer broadcast content delivery services by IP multicasting for users with various network environments. Traditional rate control method in layered multicasting is operated by detecting packet losses, users feel degradation of audio-visual quality. In this paper, we propose a new control method, network coordination multi-rate streaming control method, which achieves quick audio-visual quality control using ECN(Explicit Congestion Notification).
