Abstract(in English) TCP overlay networks that control traffics at TCP layer on IP networks are becoming popular. It enable us to provide low-cost, application-aware QoS, because the QoS requirements of each application differs, e.g., some application are delay sensitive and some are not but requires much bandwidth. For the latter it can be a choice to give way to delay-sensitive application when necessary, if it can recover the concession when the network is not congested. 'Low-priority TCPs1 have been proposed for such purposes because de facto TCPs aren't designed to realize priority control among connections, but they are not very efficient to use bandwidth even when network is not congested. We therefore analyze which part of TCP's fairness is not appropriate for such purposes, and proposes a low-priority TCP mechanism that measures maximum available bandwidth and that senses higher-priority traffic. Assuming inter-LAN traffics, we confirmed with NS-2 simulation that this algorithm enables us to effectively suppress low-priority traffic if higher-priority traffic exists, and that it enables us to use all bandwidth for low-priority traffics if possible, and that it achieves three times more bandwidth utilization compared with currently proposed low-priority TCPs.
