Abstract(in English) In the cellular mobile communications networks, the reusability of frequency can be raise by reducing size of the service area of cell. As a result, we can use effectively available channels which are limited radio resources. In such networks, the QoS(Quality of Service) for handoff calls is improvable by using guard channels that give priority to handoff calls in order to prevent cutting under communication. However, it becomes difficult to satisfy QoS for new calls. In this papar, we propose the multistage DOVE system and evaluate the performance of the system. The proposed system can satisfy the QoS for new calls while maintaining the QoS for handoff calls.
