Abstract(in English) ISPs must satisfy their customers by providing high quality network services. In this paper, we propose the scheme of detecting IP packet loss that affects application level QoS (Quality of Service). We deal with the application level QoS of the WWW. We estimate where and how many packets in a TCP Sway handshake were lost because loss of these packets degrade application level QoS. Tests on an actual IP network confirm the effectiveness of the proposed technique. As a result, we found the quality degradation in the application level because of the congestion at the access network.
