Abstract(in English) This paper proposes a measurement-free admission control for IP telephony services over a Diffserv-based network. The proposed control has three noteworthy features. First, in this control, a bandwidth resource reserved for VoIP traffic is partitioned into several pieces, each of which is assigned to a different edge-node pair to eliminate the need for core nodes to perform admission control. Second, how many VoIP flows can be multiplexed between each edge-node pair is evaluated in advance. Thus, each edge router can perform the admission control simply by comparing the resultant maximum number of multiplexable VoIP flows with the number of currently multiplexed VoIP flows. Third, it can guarantee any x-percentile delay requirement by adjusting the maximum number of multiplexable VoIP flows.
