Abstract(in English)	DDoS attacks (Distributed Denial of Service attacks) are social problems because they influence not only network but also general society. In this paper, we propose a network-based system against DDoS attacks which is able to protect servers from an excessive load and a network bandwidth's consumption caused by DDoS attacks. This system distributes the function against DDoS attacks on the network, so can protect a network bandwidth's consumption which cannot be prevented to old firewalls, and the system makes the minimum influence of the attacks on regular accesses.
