Abstract(in English) In this paper, we propose a traffic engineering-based QoS control concept that avoids the quality degradation of best effort (BE) services while it provides quality assurance to guaranteed services (GS). For that purpose, network selects a minimum cost route for GS so that the network resource usage could be minimized, while it applies dynamic load balancing for BE in order to move the BE traffic to route with large available resources and to avoid the degradation of the quality of BE traffic due to priority serving of GS traffic. In this paper, we investigated the packet transfer delay and the throughput of BE traffic applying dynamic load balancing under GS traffic and showed that dynamic load balancing can avoid quality degradation of BE traffic dueto GS traffic.
