Abstract(in English) The popularity of streaming video services has been expanding with the recent large-scale introduction of broadband access lines. In order to provide for-fee video streaming services, by both the application service providers (ASPs) and ISPs concerned need monitoring and management of the quality-of-service as received by the user. We propose a quality criteria, which is specifically intended, reflect deterioration in received video quality originates in network congestion. This criteria is taken from packet flow characteristics measuring only on a video-server side.
