Abstract(in English) The IP networks suffer from packet loss and delay. Voice-over-IP is inferior to analog and ISDN telephony from the viewpoint of reliability; Urgent calls may be seriously affected by packet loss. Therefore this paper proposes transmitting multiple RTP(Real-Time-Protocol) packets in the IP network and deploying a SIP location server in the user terminal.
