Abstract(in English) Burst E-mail and the DOS attack by which aims at the specific business person happen frequently, and large damage occurs in the reception side server in recent years. If circuit switching and the packet switching are independent like a past PDC method, congestion control does not independently have the problem either, and it is necessary to do Server Network and Core Network when circuit switching and the packet switching have been integrated and congestion control by which cooperates. In this text, congestion control of traffic in the entire network and burst traffic is described.
