Abstract(in English) To realize mobile multimedia services, efficient usage of the radio resources is crucial, and the deployment of micro-cells is indispensable. However, due to the frequent occurrence of handovers in micro-cell systems, the traffic load on the Radio Network Controller (RNC) increases significantly. Further, fast moving terminals pass through the handover area in a very short time, causing the connection to be dropped, as the handover processing cannot be carried out in time. In order to solve these problems, in this study we suggest Distributed Radio Resource Control (RRC), a scheme with RNC distributed over each base station, together with the reservation of radio resources before handover occurs. Distributed RRC takes usage of the broadcast features of Passive Optical Network (PON), and shares the workload by adding RNC functionality to each base station. With advance reservation of radio resources, the processing when the terminal is in the handover area is limited in order to avoid call dropping. This paper focuses on a one-dimensional cell model, as fast moving terminals travel along roads.
