| 抄録(和) | 2011年3月に発生した東日本大震災では，防災行政無線の屋外拡声音をよく聞き取れなかった市民が20％いたことが示されている。その一因として，屋外拡声システムに音響面の技術的基盤が不足していたことが考えられる。このことを踏まえ，日本音響学会では「災害等非常時屋外拡声システムのあり方に関する技術調査研究委員会」を設置し，屋外拡声システムの音声伝達性能高度化のための研究開発と，その社会実装に向けた技術規準の策定に取り組んで来た。その成果の最新版として，「災害等非常時屋外拡声システム性能確保のためのASJ 技術規準（第1 版）（略称：ASJ 屋外拡声規準）」が2017 年7 月にweb 公開された。この規準は，施工あるいは改修された屋外拡声システムの性能を確認する方法を網羅し，最低限必要な確認項目を明確にすることにより，満たすべき性能の実現を促進させることを目的としている。本報告ではこれまでの経緯をまとめ，その内容についての解説と課題を述べる。 |
| 抄録(英) | In the Great East Japan Earthquake of March 11, 2011, it is shown that 20% of citizens who could not hear the outdoor spoken announcement for the disaster prevention well. One reason for this may be that the technical standard of such sound system did not exist. The Acoustical Society of Japan established the technical research committee for outdoor acoustic mass-notification systems to promote research and development for improving speech transmission performance of outdoor sound system, and its installation technic. As the latest version of the result, " ASJ Technical Guideline for Outdoor Public Address Systems to cope with disasters (Ver.1) " was published on the web in July 2017. The purpose of this document is to present the method of confirming the performance of the outdoor sound systems and to promote the improvement of the performance to be met by clarifying the minimum requirement of such sound systems. This report summarizes the background of activities of the committee, and further problem to be solved. |
