Abstract(in English) We study the statistical distribution of the possible maximum rate of rotation of output Stokes vector at each instant for all input polarization states experimentally and theoretically. We reveal that the possible maximum rate of the rotation at each instant follows Maxwell distribution. Moreover, by using numerical simulations, we show that mean value of the maximum rotation rate is proportional to the square root of the fiber length.
