Abstract(in English) Consumer Safety Investigation Commission (CSIC) conducted the accident cause investigation for airway obstruction by choking on toys in infants, which was triggered by an application about a fatal accident of a 9-month-old boy choking on toy of his older brother (or sister). In consideration of the characteristics of the airway obstruction accident that it is invisible and any experiments about choking is absolutely impossible, CSIC carried out the investigation using computer simulation, as well as conducting a questionnaire survey and listening survey to parents and toy-related business operators in order to grasp the actual condition of similar accidents. In order to prevent a recurrence of similar accidents, all stakeholders related to children such as administrative organizations, toy-related business operators, consumers have to be aware of the risk of accidents and need to share. CSIC recommended concrete measures such as informing about the risk of injuries, designing, manufacturing and selling safe toys, making efforts to inform about measures to prevent accidents, collecting and sharing information, introducing measures to reduce a damage of injury if it occurs.
