| 抄録(和) | 警察や消防などの緊急機関へ接続する緊急通報は，国民の生命・財産を守るための重要な社会基盤であり，日本を始め各国で通信キャリアによる提供が義務付けられている。またモバイル技術の急速な発展やインターネットの普及を背景に，従来の音声通話での緊急通報に加え，新たな緊急通報システムの方式検討が推し進められており，標準化団体等における議論も活発に行われている。本稿では標準化団体における最新動向として、3GPP等における国際標準化の議論と，2018年6月に標準仕様が完成した5Gシステムにおける緊急通報を紹介する。更に，今後日本で予定されている通信キャリア間のIP相互接続における緊急通報呼に関わる標準化実施例を紹介すると共に，今後の技術課題について考察する。 |
| 抄録(英) | Emergency communications connecting emergency agencies such as police, fire or ambulance are important social infrastructure for saving life of people, which are mandated to be provided by network carries not only in Japan but also in several countries. Due to the recent innovation of mobile technologies and spread of the Internet, in addition to the conventional voice call, new emergency communication systems have been studied. Telecommunication standard development organizations are actively discussing the specification of the new systems. The paper reports the latest trends of international standardization in 3GPP, and emergency communications in 5G system, which is completed in July 2018. It also reports the example of standardization activity for emergency communication for IP interconnection between network carriers which will be implemented in Japan, and discusses some future technical issues. |
