Abstract(in English) Risk is an index to evaluate the safety of a system. The safety of the systems has been evaluated by using the risks in various engineering fields, this is same in maritime field. In this paper, firstly, an outline of Formal Safety Assessment (FSA) which is a rule-making tool using the risk in the International Maritime Organization (IMO) is explained, secondly, it shows that risks of ships are located inside the ALARP (As Low As Reasonably Practicable) region as a result of evaluations of risks of ships by using statistical data on ship accidents, finally, issues of risk evaluation by usage of historical data on ship accidents are discussed.
