Abstract(in English) | Current society requires social infrastructure, such as water and electricity to act functionally, and information infrastructure has especially important roles. The supposed functions were not efficiently displayed in sudden natural disasters due to damages of infrastructure. The Kumamoto earthquake occurred in April 2016 at the time when I was the executive manager of Kyushu Campuses of Tokai University. We discuss the process between the occurrence of sudden disaster and reconstruction in the viewpoint of information management. Kumamoto earthquakes registered twice of exceeding the intensity of 7 and impacted on all residence fields in Kumamoto with frequent aftershocks. The residents of Kumamoto prefecture were forced to stay to live outside of houses for the frequent aftershocks. In these circumstances, to decide the size and term of supporting systems for residents were difficult problems for our public organization such as university. The activities around Aso campus were limited for the collapse of the Aso-oohasi bridge and infrastructure. These situations caused the difficulties of judgments between the required matters and realized matters. SNS does not consume the mount of traffics and very useful tool, however, delivered wrong or imprecise information causing confusion. We should discuss possible actions in sudden natural disasters. |
