Abstract(in English) To achieve high-quality video streaming on best-effort networks, adaptive video streaming methods that control video bitrate in accordance with fluctuation of network throughput have been developed. On the methods, delay increases can be prevented by using the scalable video coding (SVC). However, video quality of SVC becomes worse than that of non-SVC due to coding overhead. The overhead increases as number of layers increases. This paper proposes a method that controls bitrate of SVC layers on the basis of network throughput. The method can cover wide fluctuation of the network throughput. Simulation results show the method improves video quality by 13% and coding efficiency by 11 points.
