| 抄録(和) | ユネスコにより２月２１日が国際母語デーと制定され，世界で話されている言語の多様性への尊重とそれぞれの母語による学校教育の重要性への認識が高まりつつある．本稿では，国際母語デーが制定されるにいたった歴史的背景と世界の言語の多様性を概観すると共に，世界で最も複雑な多言語事情を抱える地域のひとつ，フィリピン共和国のミンダナオ島，南ダバオ州の言語事情を取り上げる．多言語環境の中で公教育をそれぞれの母語で促進することの難しさを議論し，認知・思考の発達と学習力の促進の観点から，多言語環境の抱える教育問題を明らかにすると共に，言語の多様性と公教育における言語の統一性との間の乖離が国際母語デーの精神に立ちはだかる壁であることを議論する． |
| 抄録(英) | In response to the spirit of International Mother Language Day (February 21) proclaimed by the General Conference of UNESCO and a growing awareness that languages play a vital role in process of integration into all aspects of public life, particularly in education, this paper raises an issue of how mother-tongue-based formal education is important for children’s cognitive development. It takes up one of the most complicated multilingual communities in the Philippines, and discusses linguistic and cognitive problems encountered in formal education there. It suggests that similar problems are shared worldwide, though possible solutions are not easy to come by. |
