Needs Analysis of Victims Master Database System based on Application Logs

Abstract(in English) Once disaster occurs, survivors should start to reconstruct their own lives. To support their lives reconstruction, local governments provide many kinds of administrative programs to survivors, however it was difficult to manage whole process of this work. Against this issue, we designed and developed “Victims Master Database System” after 2004 Niigata Chuetsu Earthquake, and we implemented it to some cases of disasters. After 2016 Kumamoto Earthquake occurred, we decided to implement this system to affected cities and towns in Kumamoto. About 1 year later, we retrieve application logs of this system from the server in order to clarify the necessity of this system. By analyzing those logs, we found that peak of amounts of logs in utilizing system showed earlier than one of granting certification sheets for building damage, which is necessary to receive some kinds of administrative support. Furthermore, affected governments understood the importance of data integration about support for survivors' life reconstruction, so they utilize this system to manage those data continuously.
