| Abstract(in English) | Abstract In councils of local governments (local council for short), bills are submitted by its head, committees,and members, and discussions are done to make decisions of the councils. The bill is the content reflecting the issues and policies of each local government, and has characteristics reflecting the region where the local government resides. However, bills in local councils have tables of bill numbers and bills are prepared in advance. Moreover, discussions are done only by referring to bill numbers, and it is hard to understand the bills from speeches of its minutes. Although the lists of bills are made public at each local government, it is not easy to collect bills because disclosure policy is different at each local government. Therefore, in this study, by collecting lists of bills manually and comparing the number of bills and their contents among local governments. As a first step for collecting bills in websites of all 47 prefectures in Japan, we report on collecting lists of bills from the websites of 17 local governments. |
