Mitigation of Surface Traffic Congestion at Narita Airport by Gate-departure Time Adjustment

Abstract(in English) At Narita International Airport, one of the busiest airports in Japan, the traffic volume of departure peak hours tends to cause a lengthy runway queue, which degrades efficiency of surface operations. As a measure to mitigate surface congestion at such situation, air traffic controllers at Narita Airport take a procedure of gate-departure time adjustment, which suppresses the number of taxiing departures up to a specific level by holding the departures at the parking gates. This paper examines the effectiveness of this procedure as a congestion mitigation measure, using airport surface traffic simulation.
