Abstract(in English) The HACCP system, which became the international standard for food hygiene control, has a low penetration rate for small and medium-sized food businesses. We analyzed what kind of competence is necessary for leaders who are promoting the spread of HACCP. Analysis by M-GTA(Modified Grounded-Theory Approaches) was conducted using the study meeting of MHLW(Ministry of Health, Labor and Welfare), HACCP journal questionnaires, and interviews with person in charge of FSMS of registered certificate bodies as data. It has become clear that the importance of hazard analysis and the ability to show concrete improvement measures suitable for individual manufacturing environment are important.
